2020 NOCTI Board of Trustees Updates
In November 2019 Dr. Delmas Watkins, former director of DeKalb County School District in Georgia stepped down from his position on the NOCTI Board of Trustees due to his new position
with state government. The NOCTI Board of Trustees and the NOCTI and Nocti Business Solutions (NBS) staff wish Delmas the best in his future endeavors.
On November 15, 2019 NOCTI’s Consortium of States voted to re-elect Dr. Edward Bouquillon and elect Dr. Sarah Martin as CTE secondary administrator representatives on the NOCTI Board
of Trustees for a term of January 1, 2020 through December 31, 2023.
Dr. Edward Bouquillon has served as the Superintendent-Director at Minuteman Regional Vocational Technical School District in Lexington, Massachusetts since July 2007. As
Superintendent-Director, Dr. Bouquillon serves a 16-town regional district, providing 20 career and technical programs for 800 secondary and post-secondary students. He has
served on the NOCTI Board of Trustees since January 2016 as a trustee and as the board secretary for one year. Dr. Bouquillon’s experience in CTE has proven to be an asset to
the NOCTI Board of Trustees.
Dr. Sarah Martin has served as the Career and Technical Education Director at Katy Independent School District in Katy, Texas since July 2013. As CTE Director, Dr. Martin develops
and implements CTE programs to ensure they align with industry credentials. She is also responsible for following guidelines for the Carl D. Perkins grant and maintaining the school
budget. Dr. Martin’s knowledge and leadership skills will be a great addition to the board.
At the December meeting, the NOCTI Board of Trustees elected Dr. Michael Harvey, NOCTI trustee and professor of workforce education and development at Penn State University, to the
Executive Committee as Vice Chairperson for a term of January 1, 2020 through December 31, 2020.
