The NOCTI Board of Trustees develops policy and guidelines for planning and administration of the company and is accountable for the overall program, services, and budget of NOCTI.

The President/CEO of NOCTI serves as a non-voting member of the Board of Trustees. The other Trustees are voting members elected by the Consortium of States membership. The eleven-member Board shall have a minimum of at least one member from each of the following groups:
  • Career and Technical Education (CTE) teacher educators (university professors)
  • CTE secondary administrators (directors, principals, superintendents)
  • Post-secondary administrators (deans, vice presidents, presidents)
  • CTE teachers (secondary and post-secondary)
  • Military, business and/or industry
  • Standing State Directors of CTE (or recent retirees)
  • A CTE national association or certifying/credentialing body
NOCTI Board of Trustees

Russell Weikle, President of Russell Weikle Education Consulting, was elected board chair by the NOCTI Board of Trustees December 2016, for a two-year term, January 1, 2016 - December 31, 2018.

Mr. Weikle earned a bachelor's degree and a master's degree in industrial arts from California State University, Fresno. Prior to his retirement in 2016, Russ served as an administrator of Career Technical Education Administration and Management, Career and College Transition Division, for the California Department of Education, in Sacramento, California from 2005-2012. Russ was named State Director of the California Department of Education's Career and College Transition Division in September 2013. Mr. Weikle spearheaded the efforts to implement the California Career Pathways Trust and the Career Technical Education Incentive Grant programs totaling over 1.4 billion dollars for CTE. He was also instrumental in the CTEDDI (Career and Technical Educators using Data-Driven Improvement) program, a professional development program available at the secondary and post-secondary levels which allows career and technical educators to use student assessment data in the classroom to capture student interest and to help determine student learning needs.

Russ has served on the NOCTI Board of Trustees since 2014.
